99 or 2000 BADD Racing Cruiser. I believe this is one of the batch built by KASTAN for Badd.

1999 BADD 20" complete
Only the 24 pictured from this year in the museum. Have updated with black flights and crupi pro rounds in black with titanium spindles. Ridden once for about a hundred feet, I just had to do it.
